Announcement of Establishment
In November 2020, at the 12th BRICS Summit, President Xi Jinping announced the establishment of the BPIC in Xiamen, Fujian, aimed at promoting cooperation on policy coordination, personnel training, and project development. He invited BRICS nations to actively participate in this initiative. In December of the same year, the BRICS Forum on the PartNIR was held in Xiamen, where representatives from the five BRICS countries collectively witnessed the official launch of the BPIC.
Objectives of Cooperation
The BPIC aims to advance the implementation of the PartNIR. It prioritizes cooperation on innovation in the industrial sector while also addressing trade, investment, and cultural exchanges. Through a structured and comprehensive framework, the BPIC actively engages in international exchange and cooperation activities, generating greater momentum in BRICS cooperation and enhancing collective capacity to tackle the challenges posed by the New Industrial Revolution. Ultimately, the BPIC seeks to promote shared technological advancement, economic prosperity, and social development.

The New Delhi Declaration of the 13th BRICS Summit expressed support for establishing the BPIC in China.
In June 2022, at the 14th BRICS Summit, President Xi Jinping emphasized the accelerated development of the BPIC in Xiamen, the successful outcomes of the Forum on the Development of Industrial Internet and Digital Manufacturing, and the launch of the BRICS Initiative for Cooperation on the Digitalization of Manufacturing. These initiatives were designed to forge new pathways for BRICS countries to strengthen alignment in their industrial policies. The Beijing Declaration of the 14th BRICS Summit highlighted the significance of addressing the challenges posed by the New Industrial Revolution through the BPIC, while advocating for inclusive and sustainable industrialization. Additionally, the declaration acknowledged and appreciated the various events hosted by the BPIC.
In August 2023, the 15th BRICS Summit took place in Johannesburg, during which the Johannesburg Declaration of the 15th BRICS Summit was released. The declaration highlighted the commitment to intensifying the PartNIR. It encouraged intra-BRICS cooperation through the BRICS Center for Industrial Competences, the BPIC, the BRICS Startup Events, and collaboration with other relevant BRICS mechanisms to promote inclusive and sustainable industrialization.
Three-Tiered Organizational Structure
The Chinese Government places significant emphasis on the development of the BPIC. Centered on its three core missions, the BPIC functions through a three-tiered organizational structure that includes a Council, a Strategic Advisory Committee, and an Operating Body. It employs a directorial responsibility system under the guidance of the Council. This mechanism is designed to foster collaborative efforts to continuously deepen and strengthen the development of the BPIC.
The BPIC Council functions as the decision-making authority for significant matters concerning the BPIC. Its responsibilities include formulating development plans for the BPIC and facilitating cooperation in the New Industrial Revolution. At present, the Council consists of 21 member organizations, representing various sectors such as industry and information technology, foreign affairs, development and reform, and science and technology.
The Strategic Advisory Committee acts as a think tank responsible for offering development direction and strategic guidance for the BPIC. Comprising 32 experts from domestic and international research institutes, relevant government officials, and entrepreneurs, the committee is tasked with producing a high-quality “BRICS PartNIR Innovation Development Report.”
The
Operating Body serves as the operational management institution responsible for
executing the Council’s decisions and directives. In August 2021, Fujian
Province approved the establishment of the BPIC, which is designated as a
public institution directly under the provincial government and managed by
Xiamen City.
