BRICS Partnership on New Industrial Revolution
At the BRICS Summit held in September 2017, President Xi Jinping proposed to seize the historic opportunities of the new industrial revolution, explore new areas and models of practical cooperation, and enhance the links to ensure sustained and steady progress of the BRICS cooperation mechanism.The BRICS Partnership on New Industrial Revolution (PartNIR) is a significant initiative introduced by President Xi Jinping at the 10th BRICS Summit in 2018. The PartNIR embodies the BRICS spirit of openness, inclusiveness, and win-win cooperation, adhering to the principles of joint consultation, collective development, and shared benefits. Its objective is to translate the vision of the second golden decade of BRICS cooperation into reality by fostering enhanced collaboration among member countries in the areas of digitalization, industrialization, innovation, inclusiveness, and investment.

The PartNIR is dedicated to cooperation in six areas:
(1) Strengthening policy coordination in the context of the New Industrial Revolution;  
(2) Enhancing human resource cooperation on cutting-edge technologies and skills;  
(3) Promoting exchanges and cooperation on digitalization;  
(4) Advancing project cooperation and improving industrial capacity building; 
(5) Promoting cooperation on inclusive growth projects;  
(6) Deepening cooperation among stakeholders and promoting resource complementarity.

The PartNIR encompasses six key cooperation projects:
(1) BRICS PartNIR Innovation Center (BPIC): Promotes cooperation on industrial innovation; 
(2) BRICS-UNIDO Center for Industrial Competences Initiative: Conducts competence training and facilitates the exchange of policies and standards;
(3) BRICS Startups Cooperation Initiative: Encourages collaboration among small and medium-sized enterprises (SMEs); 
(4) BRICS Technology Transfer Center: Supports the transfer of scientific and technological advancements to developing countries;  
(5) BRICS Institute of Future Networks: Advances cooperation in emerging technology fields;  
(6) Digital BRICS Task Force: Fosters cooperation in the digital economy and digital governance.
