China is anchoring a vital cooperation network for the Global South through the BRICS Partnership on New Industrial Revolution Innovation Center (BPIC), driving technological and economic synergy while embodying the BRICS core spirit of open and inclusive growth.

中国正依托金砖国家新工业革命伙伴关系创新基地（以下简称“金砖创新基地”），构建联通“全球南方”的重要合作网络，推动技术与经济协同发展，践行“开放包容、合作共赢”的金砖精神。

 

 

The center, announced by President Xi Jinping at the 12th BRICS Summit in 2020 and based in Xiamen, Fujian province, is expanding its global footprint in policy coordination, personnel training, and project development in a bid to inject new momentum into emerging economies.

2020年，习近平主席在金砖国家领导人第十二次会晤上，宣布在福建省厦门市建立金砖国家新工业革命伙伴关系创新基地。目前，金砖创新基地围绕政策协调、人才培养及项目开发三大重点任务，不断拓展全球合作网络，为新兴经济体注入发展新动能。

The center'scenter’s role in running talent programs and key industrial forums received high praise in both the 2024 Kazan Declaration and the 2025 Rio de Janeiro Declaration, signaling its growing recognition within the BRICS leadership mechanism.

金砖创新基地在组织金砖国家新工业革命伙伴关系论坛系列活动和开展人才培养等方面发挥的作用，得到了2024年金砖国家领导人会晤《喀山宣言》和2025年金砖国家领导人会晤《里约热内卢宣言》的明确赞赏，其在金砖国家领导人会晤机制中的认可度不断提升。

Speaking in an exclusive interview with China Daily ahead of the 18th BRICS Summit in New Delhi, India,Jiang Qingsheng, the center'scenter’s executive deputy director-general, noted that “BPIC has evolved into a vital strategic platform for China to lead cooperation among BRICS nations in the era of the new industrial revolution.”

金砖国家领导人第十八次会晤即将在印度新德里召开，值此之际，金砖创新中心分管日常工作的副主任江庆生接受《中国日报》专访，他指出：“金砖创新基地已发展成为中国在新工业革命时代引领金砖国家合作的重要战略平台。”

 

 

Since 2020, the center has hosted more than 60 high-level international exchange activities. It also recorded the signing of 138 partnership projects, with a total investment exceeding 62 billion yuan ($9.2 billion).

自2020年以来，金砖创新基地已举办60多场高规格国际交流活动，累计签约138个合作项目，投资额超620亿元人民币（约合92亿美元）。

With the BRICS bloc expanded to more countries, Jiang noted that the partnership was experiencing key trend changes, with its scope broadening to the Global South, models shifting from single projects to ecosystem co-construction, participants expanding beyond governments, and cooperation extending to local levels.

随着金砖国家不断扩员，江庆生表示，金砖国家新工业革命伙伴关系发展趋势变化显著：一是合作范围向“全球南方”拓展；二是合作模式由单一项目合作走向生态共建；三是参与主体从政府部门向多元主体拓展；四是合作层级从国家层面下沉到地方层面。

 

 

Jiang further highlighted a strong complementarity, noting that China'sChina’s smart manufacturing sector — capable of delivering complete solutions from industrial robots and automated lines to 5G and the Industrial Internet — perfectly matched BRICS industrial scenarios to unlock vast space for deeper cooperation.

江庆生进一步强调了中国与金砖国家产业合作的高度互补性。中国智能制造产业具备提供从工业机器人、自动化产线到5G和工业互联网全套解决方案的能力，这与金砖国家的工业应用场景高度契合，为深化合作提供了广阔空间。

“BPIC serves as a ‘super connector’ to link Chinese technologies with BRICS markets and government resources with market strength,” he said.

他谈到，金砖创新基地扮演着链接中国技术与金砖市场、链接政府资源与市场力量的“超级连接器角色”。

 

Hub for collaboration

合作枢纽

A one-stop support center for mutual investment, the BRICS Industrial Cooperation and Go Global Comprehensive Service Hub, began trial operations in May. A collaborative effort with 44 professional institutions and overseas industrial parks, the facility hosts official investment promotion agencies from BRICS nations.

今年5月，作为双向投资的“一站式”服务枢纽，“金砖产业合作暨出海综合服务港”（以下简称“金砖出海综合服务港”）试运营。金砖出海综合服务港与44家专业机构及海外产业园区共建，吸引了多个金砖国家的官方投促机构入驻。

 

 

 

To pave outbound paths, the hub rolled out two sessions for Nigeria and Malaysia in July and August — attracting more than 400 domestic firms eager to invest abroad. By the end of August, it welcomed nearly 300 delegations with 3,000-plus visitors, including more than 200 foreign guests from 29 nations.

为开辟企业出海通道，金砖创新中心于今年7月和8月先后举办了尼日利亚和马来西亚专场对接活动，吸引了400多家有海外投资意向的国内企业参加。截至8月底，服务港已接待近300个代表团的3000余名访客，其中包括来自29个国家的200多位外宾。

 

 

 

To bridge trade ties, BPIC has organized matching events across Xiamen, Rio de Janeiro, Moscow, Cairo, and Addis Ababa, facilitating major deals including Xiamen C&D Inc’s $500-million iron ore agreement with Brazil.

在加强经贸纽带方面，金砖创新基地已先后在厦门、里约热内卢、莫斯科、开罗和亚的斯亚贝巴等地举办产业项目对接会，促成了一批重大合作项目,如建发股份与巴西签订5亿美元铁矿石采购协议。

Xiamen expanded cross-border channels with BRICS countries by launching Smart and Secure Trade Lanes to Durban and Cape Town in South Africa that bolstered customs efficiency by 60 percent, alongside a Sao Paulo air route with over 700 flights and 47 million parcels delivered, and also optimized China-Europe freight trains.

同时，厦门不断拓展面向金砖国家的跨国通道，开通至南非德班和开普敦的“安智贸”航线，通关效率提升60%；开通至圣保罗的货运航线，已累计执行航班700余架次、运输货物超4700万件；中欧班列运营也在持续优化中。

 

 

“A growing number of Chinese enterprises are entering BRICS markets and deeply taking root there, while anchoring the BRICS spirit of openness, inclusiveness, and win-win cooperation through tangible practices,” Jiang said.

江庆生说，越来越多的中国企业走进金砖国家市场并扎根当地，用实践诠释着“开放包容、合作共赢”的金砖精神。

In April 2025, Xiamen brand Golden Dragon delivered 100 electric buses to Addis Ababa, marking East Africa’s first bulk deployment of Chinese new energy vehicles. The buses were assembled locally via knock-down, or KD, kits with CATL batteries and Chinese-standard charging facilities.

2025年4月，厦门企业金旅客车在埃塞俄比亚首都亚的斯亚贝巴交付100辆纯电动公交车，这是中国在东非地区首次大批量投运新能源公交。该批车辆采用全散件组装（KD）形式在当地完成组装，搭载宁德时代电池及中国标准的充电设施。

 

 

Jiang recalled how at the handover ceremony, Adanech Abebe, the city’s mayor, hailed the electric buses as a concrete action toward green development while easing public commuting pressure, and added that a prior batch of 150 Golden Dragon electric minivans had already slashed carbon emissions by 12,000 metric tons.

在交付仪式上，亚的斯亚贝巴市长阿达内彻·阿贝贝盛赞这批电动公交车不仅能缓解市民出行压力，更是推动绿色发展的具体行动。特别提到，先前投放的150辆金旅纯电动轻型车已累计减少碳排放1.2万吨。

The project is an expansion of East Africa’s pioneering new energy KD plant launched in 2024, which has generated over 200 jobs, a joint vocational school, and the region’s premier charging hub. "“This exemplifies a unique path—one that not only exports products but nurtures talent, and not just opens markets but takes deep root locally,” Jiang said.

该项目是2024年启用的东非首个新能源KD工厂的延伸成果，目前，该项目已为当地创造超200个就业岗位，联合建立了技工培训院校，并建成了该地区首座新能源公交充电枢纽。“这种模式，走出了一条既出口产品又培育人才、既开拓市场又扎根当地的独特合作之路。”江庆生说。

 

 

“The boundaries of BRICS cooperation are continuously expanding, from traditional manufacturing to new digital sectors,” he added.

他表示，金砖合作的范围持续扩大，从传统制造业向新兴数字领域延伸。

In August, Unisound, a Xiamen-based artificial intelligence enterprise, completed its first outbound deployment to Ethiopia. More than 8,000 kilometers away, a local e-commerce livestreaming firm utilized the Xiamen-deployed large language model to access AI services like text generation, voice cloning, and multilingual dubbing.

今年8月，总部位于厦门的人工智能企业云知声完成了在埃塞俄比亚的首次词元出海落地。8000多公里外，当地一家电商直播企业成功接入了在厦门部署的大语言模型，获得了文本生成、声音复刻及多语种配音等人工智能服务。

Additionally, the Xiamen AI Magic Token Go-Global Ecosystem Hub outbound base is scheduled to commence operations in September, creating a comprehensive AI-generated content export platform that is tailored for BRICS countries.

此外，厦门AI Magic词元出海生态基地计划于2026年9月正式投用，打造面向金砖国家的生成式人工智能内容（AIGC）出海综合平台。

Nurturing talent

培育人才

To address the critical shortage of specialized skills in the Global South, BPIC has developed 720 training courses and completed over 90 capacity-building projects, empowering 2,600 professionals from 140 nations in fields ranging from smart manufacturing to the digital economy.

为解决“全球南方”国家专业人才紧缺的痛点，金砖创新基地开发了720门培训课程，开展了90多期人才培养项目，已赋能来自140个国家的2600余名从事智能制造、数字经济等相关领域的专业人才。

The flagship initiative, the BRICS New Industry “Golden Egret” Excellence Scholarship, has already drawn high-level talent from 28 countries during its first two terms in 2025 and 2026, including government officials, scholars, and corporate executives from the industrial, telecommunications and diplomatic sectors.

作为品牌培训项目，金砖国家新工业“金鹭”卓越奖学金在2025年和2026年举办的两期项目，已吸引了来自28个国家的高层次人才，涵盖工业、通信和外交领域的政府官员、学者及企业高管。

The initiative combines academic deep dives into China’s industrial strategy with firsthand site visits to technology powerhouses like Alibaba, Huawei, Unitree Robotics, and Golden Dragon.

培训项目不仅就中国产业发展路径展开理论学术研讨，也带领学员走进阿里巴巴、华为、宇树科技及金龙客车等科技领军企业实地考察。

Jiang shared the story of alumnus Ilnur Hazipov, who serves as a project manager at the Center for Urban Transformation of the Executive Committee of Kazan, Russia. After touring the intelligent ecosystem at Xiamen’s container terminal during the program, he returned home to apply the experience to Kazan’s smart city program planning.

江庆生分享了一个故事：奖学金获得者俄罗斯喀山市执委会城市转型中心项目主管Ilnur Hazipov，在参训期间实地考察了厦门集装箱码头的智慧生态系统，并将相关经验带回国内，应用于喀山智慧城市的规划建设中。

“Many participants have emerged as bridges between China and their home nations,” said Jiang, adding that the program’s global influence has been surging, as its third cohort this October drew more than 600 applications for only 25 available seats.

"许多学员已经成为连接中国及其所在国的桥梁。”江庆生说，“金鹭”奖学金的国际影响力正快速提升，今年10月即将开展的第三期培训项目仅招收25名学员，却收到超过600份申请。

“The core attraction of the BRICS innovation center for Global South nations stems from its pragmatic cooperative outcomes that are tangible, participatory, and beneficial,” Jiang said.

“金砖创新基地对‘全球南方’国家最核心的吸引力，源自其可感知、可参与、可受益的务实合作成果。”江庆生指出。

Since its inception, BPIC has gained strong support from council members including the Ministry of Foreign Affairs and the Ministry of Industry and Information Technology. In April, the Fujian provincial government issued a guideline, pledging to build a cooperation network tailored for the Global South by 2030, with the center serving as its prime window to cultivate greater international influence.

江庆生说，金砖创新基地自成立以来，得到了包括外交部、工业和信息化部等理事会单位的大力支持。今年4月，福建省人民政府印发《关于支持金砖国家新工业革命伙伴关系创新基地高质量发展的意见》，明确指出力争到2030年，建立以金砖创新基地为窗口、面向“全球南方”的合作网络，打造更具国际影响力的合作平台。

Jiang said as the 2030 blueprint unfolds, BPIC is set to unlock broader market spaces for Chinese enterprises, moving exports from traditional light industrial goods toward high-value-added sectors like new energy buses, high-end equipment, and technical standards.

随着2030年愿景逐步铺开，金砖创新基地将为中国企业打开更广阔的市场空间，出口产品正从传统轻工向新能源客车、高端装备、技术标准等高附加值产品延伸。

It also offers a new path for the industrialization of the Global South, accelerating technology diffusion and knowledge sharing in smart manufacturing and green energy, he said.

同时，这也为“全球南方”国家工业化提供新路径，加速智能制造、绿色能源等领域的技术扩散与经验共享。

With 2026 marking the 20th anniversary of BRICS cooperation, Jiang said, “We expect greater BRICS cooperation to secure a firmer foundation, unleash stronger momentum, and wield greater influence, as we join hands to build a community with a shared future for humanity.”

江庆生表示，2026年恰逢金砖合作机制成立20周年，期待“大金砖合作”基础更牢、动能更足、影响更大，携手构建人类命运共同体。
