Xiamen BRICS PartNIR Innovation Center Advances with Multiple BRICS Cooperation Projects, Supporting Enterprises' Global Expansion

Recently, the Office of Xiamen Leading Group for BRICS PartNIR Innovation Center (BPIC) released the top ten achievements in advancing the construction of the BRICS PartNIR Innovation Center in Xiamen for 2023. Since the beginning of the year, the BPIC has focused on the Partnership on New Industrial Revolution and created a series of BRICS and "BRICS+" cooperation projects that have helped enterprises expand internationally.
Launching Multiple BRICS Cooperation Projects to Support Enterprises' Global Expansion
One of the top ten achievements of the BPIC’s achievements in 2023 is the generation of representative and pioneering BRICS cooperation projects. The BPIC is currently vigorously supporting private enterprises in sectors such as biomedicine and new energy to actively expand into BRICS markets with significant results. For example, Xiamen Vangenes Biotechnology Co., Ltd. is dedicated to applying next-generation DNA sequencing and bioinformatics analysis technologies to the field of genetic testing. With the commercialization of key outcomes such as non-invasive prenatal screening and pan-cancer early detection, the company has begun to focus on overseas markets. However, it is challenging and costly for the company to expand into international markets independently, so the BPIC has provided assistance for its global ventures.

"At current, we lack overseas channels, and as a small-to-medium-sized enterprise, we are weak in terms of resources and brand recognition. The BPIC has built a platform for cooperation with BRICS countries, allowing us to connect with the Group of Corporate Leaders from the start. They helped us link up with local service agencies and provided cultural information, which was extremely valuable for us in the early stages."
Last year, the company successfully established a wholly-owned subsidiary in Brazil, set up a medical testing branch there, and collaborated with three local laboratories and medical testing agencies, achieving profitability.

"Related technologies in Brazil haven't developed yet, while Western solutions are relatively expensive. Therefore, it is one of the best opportunities for Chinese companies. Last year, we tested about 400 samples in Brazil, and this year we aim to achieve revenue in the tens of millions."
Establishing the CIDCA Global Promotion Center’s First Innovation Training Center in Xiamen
On January 16, 2023, the Global Development Promotion Center of the China International Development Cooperation Agency (CIDCA) inaugurated its innovation training base in Xiamen. Situated at the BPIC, this training base serves as a key platform for implementing the Global Development Initiative through human resource training. It specifically targets the member states of the Group of Friends of the Global Development Initiative, facilitating the exchange of governance experience and sharing development knowledge to enhance the capacity building of developing countries in achieving the United Nations’ 2030 Sustainable Development Goals.
In 2023, the training base successfully organized various prestigious international in-person training programs, including the Seminar on High-quality Development of the Marine Economy and the Workshop on China’s Rural Development Experience and Global Sustainable Development. These events attracted 52 participants from 37 countries to Xiamen. Additionally, the training base conducted eight online training sessions, such as the “Entering the Chinese Market Personnel Training Series” and “Cross-Border Digital Marketing: Brand and Product Internationalization Personnel Training Series,” which collectively garnered 1.215 million views from 61 countries.
Multiple Measures to Deepen BRICS and "BRICS+" Cooperation
Other notable achievements include the initiation of the China-BRICS Science and Technology Innovation Incubation Park for the New Era, the enhancement of the service level of the empowerment platforms in the field of the NIR, the exploration of new approaches to mutual recognition of standards among BRICS countries, and the opening of China’s first air cargo express route for cross-border e-commerce between two BRICS cities. These have all been included in the 2023 list of landmark achievements in advancing the BPIC in Xiamen.
