September 7 marked the opening of the 2021 BRICS Forum on Partnership on New Industrial Revolution in Xiamen. Guests from BRICS nations once again rendezvoused on the "Egret Island" to recall the BRICS bond and deliberate on the master plan for development. Yin Li, Secretary of the Fujian Provincial Committee of the CPC delivered speeches in the opening ceremony. Wang Ning, Governor of Fujian province, also attended the ceremony, and joined the inauguration of the BRICS PartNIR Innovation Center.

Before the opening ceremony, ministerial, provincial, and municipal representatives also signed cooperation agreements for the joint development of the BRICS PartNIR Innovation Center and held inauguration ceremonies for branch institutions of ministry-affiliated units.
