BRICS PartNIR Innovation Center: Strengthen Exchange and Mutual Learning to Assist Technological Innovation

On February 27th, the People's Daily published a report titled "Adhering to Enhance Development Momentum Driven by Innovation" focusing on China's promotion of scientific and technological innovation cooperation under the BRICS cooperation mechanism, paying attention to the the construction of BRICS PartNIR Innovation Center.


In December 2023, the "China-BRICS Science and Innovation Incubation Park for the New Era" was unveiled, and the construction of BRICS PartNIR Innovation Center achieved another milestone. At present, a number of cooperative projects such as the Russia Home (Xiamen) Collaborative Innovation Center and Transfong International Technology Transfer Center have settled in the incubation park, which will help the BRICS PartNIR Innovation Center become a test field and bridgehead for deepening the new mechanism of BRICS cooperation, and further achieve the widespread and orderly transfer and transformation of scientific and technological innovation achievements among BRICS countries.

In November 2020, China announced at the 12th BRICS Summit that it would establish The BRICS Partnership on New Industrial Revolution (PartNIR) Innovation Center in Xiamen, Fujian, and carry out cooperation in policy coordination, talent cultivation, project development, and other fields. Over the past three years since the launch of construction, the BRICS PartNIR Innovation Center has played an important role in promoting exchanges and exchanges among BRICS countries, and promoting innovative cooperation in the new industrial revolution partnership. It has released a total of 177 key task lists in five batches, held more than 40 high-level international exchange activities, carried out over 60 training activities, covering nearly 100 countries, and built 8 new industrial revolution empowerment platforms and launch over 100 BRICS pilot projects.


The China Russia Digital Economy Research Center is one of the first projects promoted and signed by the BRICS PartNIR Innovation Center. It has established cooperative relationships with the Russian Ministry for the Development of the Russian Far East and Arctic, the Russian Ministry of Digital Development, and others. "We will fully leverage the advantages of the two countries in the field of digital economy, build a globally leading interdisciplinary research platform, high-end think tanks for emerging strategic industries, technology achievement transformation service platforms, and international professional talent cooperation channels." As a shining business card of the BRICS PartNIR Innovation Center, the BRICS Cardiovascular Health Innovation Center has carried out multiple academic exchange activities on cardiovascular health in BRICS countries. Atul Dalakoti, Director of the Advisory Committee of the BRICS Cardiovascular Health Innovation Center and Executive Director of the Federation of Indian Chambers of Commerce andIndustry, believes that the total population of BRICS countries accounts for about 42% of the world, so strengthening medical cooperation among BRICS countries and enabling them and even the world to share high-quality medical resources is of great significance. "the BRICS PartNIR Innovation Center provides us with a great platform, and we look forward to further deepening exchanges and cooperation among all parties in the future."

BRICS Auditorium of Skills Development and Technology Innovation 2023 Forum of Industrial Internet and Digital Transformation of Manufacturing Industry, Seminar on High-Quality Development of Marine Economy... the talent cultivation and exchange activities relying on the BRICS PartNIR Innovation Center are becoming more and more abundant. Erick Benevides de Vasconcelos, Deputy Secretary of Economic Development Fortaleza City Hall, Brazil, visited the BRICS PartNIR Innovation Center during his participation in the Seminar on High-Quality Development of Marine Economy in Xiamen. He believes that the ocean cultures of Brazil and China are very compatible, and the cities of Fortaleza and Xiamen can not only deepen cooperation in fisheries, ocean management, and other fields, but also jointly explore the development of the green hydrogen industry.

In order to provide better support for scientific and technological innovation cooperation in the BRICS PartNIR Innovation Center, the Technical Committee 2 on BRICS Technology and Skills of Standardization Administration in Xiamen, China was established in April 2023, responsible for standardization related technical work in the field of BRICS technology and skills in Xiamen, to promote coordination and unity of standards among BRICS countries. At present, a skill-recognition standard based on China, Brazil, Russia, and South Africa has been the first to pass the evaluation of all the four countries. "The adoption of this standard is conducive to deepening cooperation among the four countries in talent exchange, training and employment, and also provides a demonstration for the mutual recognition of standards among BRICS countries in the future," said Liu Zhenying, Chairman of the Technical Committee 2 on BRICS Technology and Skills of Standardization Administration in Xiamen, China.


"The BRICS PartNIR Innovation Center is further strengthening policy coordination, talent cultivation, project development and other areas of cooperation and promotion, striving to become an important platform for practical cooperation between the BRICS and 'BRICS+'."
